- Mission: For the Tax Base. The mission of this Shelf Project is to develop proposals to strengthen the tax base and follow the money. If you participate in this project by editing or commenting, please accept our mission.

Indeed the 1787-88 debates on ratification of the Constitution were conducted on the assumption that participants should use pseudonyms, such as “Publius” and “Brutus.” The ideal was that “truth shall prevail though it comes from the cottage” and error shall never be victorious “although supported by dignified names. Speakers were criticized for revealing their name to influence the debates by wealth and family rather than on the mertis. The shelf project will not voluntarily disclose identities but it may be required to reveal identity by process of law (or a very clever hacker). Confidentiality will not cover illegal acts nor prohibited conflicts of interest.
